WWSCC January Meeting   January 20th, 2003   Issaquah Rogue Brewery

Call to Order:  7:40pm

December Minutes:  accepted with one minor change

Treasurer Report: Karina - 2002 Overview Report: Closing year on first page of report.  2002 detail by date report on pages 2 & 3.  If clubs like to see different categories, please submit ideas to Karina.  Karina needs to talk with club treasurers to go over what they have for cleared checks against what WWSCC has as payments due.  Proposal: if a club thinks a check has been submitted, but never deposited, WWSCC should pick up the stop-payment fees so a new check can be cut. Karina moved, Brent seconded, none opposed.  Karina distributed a memo regarding 2003 dues, which are due on Feb. 28 along with rosters. The memo also reminded club representatives of the requirement of keeping updated bylaws and a current list of officers on file with the WWSCC.  In the records Karina received, there were no rosters for 2002 ins. dues and such.  CSCC said they can recreate their 2002 roster, ACE needs to submit one, as well as BEAC.  Also, clubs need to double check the reports for accuracy with their treasurers and get back to Karina.  Contact info of each Treasurer to Karina would be really helpful if the clubs are in agreement.  Ron, formerly rep for SCCA, believes that SCCA is an associate members of the council.  Karina said that according to the bylaws, a club needs to be based over 50 miles away to be considered for Associate membership (or other good reasons the council may approve), but if Associate, then don’t get a vote on the Council.  Full membership is only an extra $5.00 per year.

OLD Business: Coneheads - Susan: Some problems with the online application form.  PayPal was giving some problems according to Ron, something with cookies activation.  Maplewood Greens is giving an extra week to get more people.  The deadline was today, but they are giving us until the 27th since things are still being returned in the mail.

Trophies - Karina: Due to arrive on the 27th via hand delivery.  The rep is going to proofread them in case there are errors.  Turn around time on errors is really fast.  

Logo & Tagline Competition - Karina: Voting among all in attendance, then last three finalists will be voted on by club reps and council board.  13 submissions tonight, we are mostly voting on the “concepts”.  Karina showed the submissions and secret ballots were turned in.  Taglines were sent around for secret ballot.

Website Committee - Karina: Please submit content suggestions to Karina, and she will send to Brent for coding to the site.  The info page has member club content without text, but has lots of info for clubs who aren’t members of WWSCC – why?  Alan put that into the old website because he didn’t want the list inundated with questions about other regions and non-member club events.  If clubs could please take a look at their info on the websites and make sure that all the links are okay and info is up to date, that would be helpful to website committee.

SCCA Anniversary Ad – Glen: SCCA keeps changing it on him.  Communication is somewhat difficult.  Glen submitted an ad last week per their current deadline in the format that was requested.  They gave him a bill for the ad, then said to wait, that the layout and size were going to change.  So with current layout submitted, it needs to go in the “centerfold”, plus a regular page for a calendar.  Opinion on taking the centerfold was asked, majority in attendance agreed that it was cool.  Proposal: Ad cost is $500.00 and should come out of WWSCC general funds.  Karina moved, Tim seconded, none opposed.  Thank you Glen for spearheading and accomplishing this project!

Hotline: Denise wrote up starting points for guidelines and submitted copies.  Reps should look them over with their clubs and submit any changes or ideas.  Proposals for edits on these guidelines should be submitted to Susan and we will go over them at the next meeting.  Susan will email out an electronic copy of Denise’s guidelines to the council list so people can submit their proposals and ideas.

Double Diamond – Ron: Everything is ready to go for this Sunday except need two rules stewards.  Drivers meeting at 8:35am. Course set-up at 2:30pm on Saturday.  Members-only idea has been mostly okay.  A few responses from people who weren’t really thrilled, mostly grumbling because there was no Novice class.  They are planning on 3 runs each, but will go for more depending on turnout.  

Slush #2 TS Event: Definitely on February 9th at Bremerton.  Brent brought a map to go over with interested people. Need rules stewards also.

WWSCC Officers:  We need a VP in order to stay legal for Washington state non-profit law.  Karen Babb was asked to be the unofficial VP if there is a problem with the legalities.  We will still keep looking for a new VP.  They do need to have attended three council meetings within the past year.  

Sound Metering Equipment: Scott Miller has a loaner from SCCA sitting on the desk at their house and he will be asked to bring it slush #1.  We are testing this equipment so we can see what we’d like to get for WWSCC.  It’s more for site requirements rather than our standards.  CSCC uses measuring for some of their sites.  No consistency in the requirements or measuring, so we are developing the process as we go.  Steve Perret said that a guy in Oregon who was doing the Runoffs was the only guy he’d heard of who had any legitimate sound measuring protocols.  Keith can get a hold of the King County protocols for measuring sound limits that the County uses.  Steve said that the protocols that the municipalities use aren’t very enforceable either.  Kevin asked if most clubs measure the portion of the course that is the “power-on” section so you just give it up there to keep your car legal?  Karen said as long as we have a “reasonable” attempt at controlling our sound limits that should satisfy our site owners.

Rep/Officer Contact Info Roster: Kelley compiled and copied and distributed in email as well as on paper at the meeting.

NEW Business: Autocross Scorekeeper - Scott C.: Devise a way to swap the database around for the events so that a council club can have the software at the event and with a team who knows how to load the database, set up the events onsite, etc., etc.  Point of discussion: Should WWSCC purchase a council laptop for scorekeeping/recordkeeping purposes?  Brent & Alan will form a technology committee to look at our laptop needs.  Kelley & Brent are donating their inkjet printer (the one used at WWSCC events most of last season) to WWSCC.

Payment Due Date for Rulebook Advertising - Karen:
All info needs to be in Power Point or hard copy that she can scan.  Ads need to be to Karen by March 17th (March WWSCC meeting).  Rates are: $20 for a full page, and $10 for a half page.  Jim’s Detail gets the back cover as part of the Series Sponsorship, as well as gets to pick out the cover color.  Proposal from Susan – Any advertising should be a club ad; otherwise the board determines what we will accept at the council meeting prior to inclusion of the ad in the book.      

Rules Changes: Brent will post them to the website with a hidden URL, which he will send out to the club reps for the clubs to vote on.  The reps will then disseminate to their members for voting….not for any changes to the rules, just yea or nay.

WWSCC PayPal account - Karina: We now have wwscctreasurer@yahoo.com.  It is available for clubs to use for their events for pre-registration, etc. if the clubs don’t already have a PayPal account of their own.

Events for 2003 Season: SCCA: March 9th at BMP, April 6th in Yakima, May 25th at BMP, National Tour July 26th at BMP, Aug 31st at BMP, Oct 19th at BMP, and Nov 2nd at BMP.
Miatacross 2003: June 23rd at Everett West w/BEAC.
ACE is planning on at least one event in the regular season.
BEAC is planning on at least two events in the regular season.
TS is planning on two events in regular season, probably late June or mid-July.
CSCC Streets of Blaine AX on first weekend of August.
UWFSAE: practice in March.  Thinking of April 12th/13th for a possible two-day event.  
Sports Car Spectacular somewhere in there….
Slush #3?  UWFSAE might be able to take the March 2nd date of their practice as a Slush #3 event.
Slush Banquet: Slush is not a series, so we’re not having a series trophy, but instead having a little party.  Need to know when our last Slush date is so we can plan accordingly for the Banquet!

Meeting Date Changes: The February meeting is on Presidents’ Day, proposal to change the date to Tuesday the 18th instead of Monday the 17th, majority agreed.  Also, change the March date to Tuesday March 18th because a lot of council members will be on way back from San Diego NT, plus, it will be difficult to get our meeting location since it’s St. Patrick’s Day, majority agreed.

Specialty Checklists: Susan – Haven’t received them back except the Registration Checklist from Miata Club.  TS needs to submit one for Timing & Scoring, CSCC for Tech, BEAC for Grid, NWDE for Workers, ACE for Event Chair, UWFSAE for Set Up & Tear Down.  Need them back to Susan for the February meeting.

Specialty Chiefs: Susan - Do we still need them as information sources for different specialties?  If our specialty checklists are current, then maybe only having our contact information at the bottom of each checklist for any further questions will suffice.  Remember - This is an information source only, not to actually do the work!    
Guest: Ryan Douthit from Northwest Autosports.  (www.nwautosports.com) NWAS is not just a website, but also in the spring they will be publishing Northwest Autosports, a local magazine.  Also giving press to autocrossing and to really push TSD rallying.  The magazine will be bi-monthly.  He will have professional journalists to write the articles, but he is looking for ideas and sources for content.  They are anticipating circulation at 20,000 at Fred Meyer and GI Joe’s type places.  Ryan also publishes Computer Source magazine and published TEKBUG, both Seattle area weekly publications.
 
Bylaws: Karina will send out a copy to all club reps to look over and discuss with their clubs and offer suggestions at next meeting.  

Logo & Tagline Competition Results: Karina - Final judging: Jordan Cayabyab’s entry wins by a landslide.  Winning Tagline submission: “Look at cones in a whole new way” – Glen Hernandez’s entry!
 
New Council Club? - Alan has been contacted by a club interested in joining the council.  Aside from sending the dues of $30.00, plus $10.00 initial membership fees, we need to receive written notice of their wishing to join the Council, a copy of their bylaws, and a representative in attendance at a Council meeting.  The club interested in joining is the Northwest Miata Club, but they haven’t fully established their club status as yet.
